In most cases you would be looking at a 1-2db change in loudness, if that. You'll get bigger changes than that moving your head around in the car.
1 - 2 is quite a gap only changing the frequency that much... i highly doubt it. maybe a couple tenths of a db...

Remember that it makes it louder through a certain freq range 33-40 lets say but you will lose out on the lower freq. below 33hz or tuning. But since most songs do not really go much below 33hz on average you not really lose that much. It is when you tune to 45hz that you really start to lose that low end.
