The cap rattles alittle when shaken not sure why it MAY be broken..
It has never seen power..

Nice of you to give it away but I'd just toss it, it'll make you feel alot better.

Touch both terminals with your tongue, see if it has any juice (I'm joking DON'T do this)

You might honestly want to dispose of it. If it's sat for a while, there's probably 0 charge in it, but you wouldn't want the thing causing any accidents down the road.

take the voltage meter off it, ive seen ppl use them a volt meter.
