what's the best direction to face subs with a enclosure that's going under the rear seat?

If you got the space, down fire the subwoofers about 2" or higher. You get a 3 db gain (not counting cabin gain) when the air compresses against the floor panel, and if not obstructed you will get another 3 db if close enough to the another hard surface.

There's no guarantee that he'll gain exactly 3 decibels just by downfiring his subs. That's totally dependent on the enclosure, cabin, and the woofers themselves.
