Do I need to lay a layer of resin on all of my plastic panels before I paint them or will I just need to clean it with thinner then primer REALLY good and paint over that?

prepsolve to take all the wax and oil off - high build primer to get it smooth after sanding with 320 and maybe adhesion permoter so it will stick perfectly ifyou useing a spray gun

if your useing a rattle can prepsolve sand with 320 till smoth or scuff if you want the same texture 2 coats of prime X coats of paint untill you get the desired color
it should last a year or 2 mine did

All your wanting to do is paint right ? Then no need for the resin. Just clean well with some acetone or something of the like to get all of the oil and residue off. Then use some adhesion promoter to give the paint something to hold onto. You can get the adhesion promoter at most auto stores. :)
