This is only true for the old Gen 1 XCONs. The Gen 2's (which I haven't updated the shipping weight in the shop yet), will be heavier due to the new solid steel cooling plug.

There was a small pre-production run that was done. We had done our testing, but felt for something of this caliber, it was worth getting a few out to some installs that will really push the limits of the driver, furthering our testing before release. :)
