Circular saw
Jigsaw
Clamps
Tape measure
Framing square (not that important)
Cordless drill
Caulking gun

Probably missing a couple things I'm sure.

insted of a jigsaw use a dremel or rotozip

Be sure to go slow and be careful, or risk breaking bits.

so which would be best for making the circles? Jigsaw, dremel, rotozip, or router?

I'd personally say router ... follow by jigsaw.

I believe all of them have circle-cutting accessories you can buy at Home Depot or what have you..........and what dremel are you talking about specifically, because they make a wide range of tools.........also, for the router, make sure the depth of the router/bit is larger than the width of the board you're cutting....
