i built a 4.5 cube box for a kicker solobaric 15" and went by the box recomendations in th manual. the box is tuned to 33 hertz but the chart in the tech manual shows that the highest volumes are around 45 hertz. is that normal? i thought the highest volumes would be reached around the tuned frequency but i dont really know anything about it

Yes that right. The max SPL of a tuned box tends to be at a point higher then tuning frequency. That is perfectly normal.
