you need the enclosure volume and what frequency to tune to before anyone can give you port lengths

You're gonna have horrible port noise and weak output with 3" ports for 2 decent twelves. Should be at least a 4in port for them and flared on both ends. You'd be better off doing a slot port and rounding over inside and outside edges versus pvc with no flares.
