looking for what difference I would have between a 2 cu ft tuned to 28 hz,compared to 2 cu ft tune to 30 hz,with the same sub,I would rather not lose the low end,but dont want it one-notish.sub is a rl-p 12

Depends on the sub. It could very well be that it won't sound right with either of them. It could sound better with the higher tuning. With a ported enclosure, matching the sub to the box and tuning determines everything.

what would be the difference between 28 and 30 hz tuning, would the 30 have slightly less low end?

Soundsplinter suggests 28-32 hz tuning,I currently have a box tuned to 28hz,love the lows, dont want to lose them, but it lacks in the semi higher bass notes
