It increases your voltage and cleans up your signal if setup properly. I have a six channel audiocontrol LC6I high to low converter/line driver that I'd be willing to part with for 100$

There's very few cases where a line driver makes any difference. Why do you think you need one?

Personally I prefer to run as much signal as my amplifiers are comfortable with. I have the Matrix and Overdrive from AudioControl and love both pieces.
