Gain set higher on bigger amp?

Is there a reason why a larger amp would need to be set higher than a smaller to reach the same watts? Granted the first one was 8v and large one 5v but why would it need to be turned up all the way almost to surpass the smaller version at like a 1/4 and near clipping? And no there was no clipping in the larger one. Same ground and settings and all.

Set the gains with a DMM based on the ohm load and rms power of the amp.
